It is a test device with LED indicator that you can use to measure the capacity of your 18650 Lithium batteries. You can start using it by connecting the "+" pole of your battery to the "+" pole of the tester and the "-" pole of your battery to the "-" pole of the tester. When you press the button on it once, the indicator LEDs will turn on, it will turn off automatically after about 3 seconds.
